History
It is gratifying that even in today's electronic age, the library has survived and serves a purpose. It is visited mainly by young readers and seniors.
In the municipal chronicle, there is a short entry from 1951, when a cultural facility (Osvetová beseda) was established in the village, and Michal Štefka served as the librarian.
The oldest record of library activities in Čierne was provided by the Kysuca Library in Čadca from the minutes of an instructional visit in Čierne, where there is a mention of the library in Čierne in the Vyšný koniec area from 1960.
The library was located in the center (Ústredie), initially in the old school building; after the opening of the new community center in 1971, it moved into two rooms within the premises.
In 1988, it moved from the community center to new premises in the Kindergarten building in Čierne – Ústredie, where it was opened on January 27, 1989.
Due to the construction of 19 apartments in the Kindergarten building in Ústredie, the Municipal Library had to move to the premises of the Primary School with Kindergarten in Vyšný koniec. The move took place during the 2010 summer holidays.
On October 15, 2025, the library and tourist information center were opened to the public in the renovated basement premises of the municipal office.
Library curiosities
From the 1967 annual report by librarian Magdaléna Gabariková:
„The local people's library in Čierne – Ústredí showed the best activity in its history to date in this calendar year. Books were lent regularly on Tuesdays and Thursdays and, in winter, also on Wednesdays. This year, 362 readers were registered.
From the methodological visit of 6 February 1968:
„We found that the librarian lends books several times a week. According to the librarian, she cannot cope with the influx of readers within the stated loan period. From a volunteer librarian, this is commendable dedication.
The librarian mentioned was Mrs Magdaléna Gabariková.
Awards and honours
Title Model People's Library
MK SSR awarded the title Model People's Library to the Local People's Library in Čierne: 9 May 1973, retained in 1979, 9 May 1980 and 9 May 1985.
Librarian achievement of 2019
On 23 July 2020, Kysucká knižnica in Čadca presented awards to Iveta Bobulová – librarian of the Municipal Library in Čierne:

Talks and lectures
Library events are mainly focused on young readers. Various excursions, guided tours of exhibitions with worksheets, experiential reading sessions, and more are organized.
Personal meetings with writers, translators, travellers, experts, artists and other guests are among the most popular.
